HomeTown Competitiveness provides a comprehensive approach to rural community development that embraces four core strategies, or pillars: Entrepreneurship, Leadership, Wealth Retention, and Youth. White County HTC is about people development. This approach focuses on one heart, one mind, one person at a time. It is about specific people who want to give back, allowing endowments to be built. It is about specific people who through entrepreneurship build great businesses, spurring economic progress. It is about specific people who stand up and take on the responsibility of community leadership. It is about specific young people who want a rural life and are encouraged to realize it in their home town in White County. HTC, a come-back, give-back approach to rural community building that utilizes these four core strategies.

The Indiana HomeTown Competitiveness Program is an exciting new tool that Indiana rural communities can use to accomplish their economic and community development goals. White County is one of nine communities across Indiana selected to pilot the Indiana HTC program. Indiana HTC is a partnership between the following agencies:
