White County is open to the discussion of possible incentives to attract business to the county. A variety of tools may be available, based on the cooperation between local governments and the prospective manufacturer. Every effort will be made to meet your needs.
On a local level, a tax abatement deduction permitted by Indiana law of up to ten (10) years on real property may be offered. The deductions are a percentage of the increases in real property assessed valuation that will result from the development. Personal property tax abatement is also available in White County for manufacturing equipment that is new to Indiana. The number of years for abatement is dependant on the number of jobs to be created, wages to be paid, and the total capital investment.
Local governments may also consider the dedication of tax increment revenues (TIF) for the purpose of public improvements for the project, if needed. The county may also make available EDIT tax funds as an additional resource to the developer, if appropriate for the project. These funds have been allocated for infrastructure projects in the past.
White County has a strong partnership with area colleges to provide industry training that meets employers’ needs. In addition, we work closely with WorkOne to apply for funding to off-set the costs associated with the training.
It is likely that the State of Indiana will consider certain incentives to manufacturers to insure the location of the project within the state. Grants are available for workforce training and infrastructure improvements related to economic development projects. In addition, the state is permitted to provide tax credits for developers locating in Indiana. State incentives are based on job creation and the wage base for those employees. Once a Pre-Commit Form is submitted to the state for the project, the Indiana Economic Development Corporation (IEDC) will be in the position to offer incentives that meet the company’s needs.
Funds may also be available from the federal government in the form of a low-interest loan program administered through the USDA Rural Development Program.
Obviously, the use of any of these incentives would be subject to various required governmental approvals and actions. The Economic Development Organization will gladly work with you to access any available funding for your projects located within White County, Indiana.
